科林·卡爾（英語：Colin Hackett Kahl）[1]是一位美國的政治顧問和學者，他曾在喬·拜登擔任副總統時出任副總統國家安全顧問，並且參與了伊朗核問題全面協議的談判。在唐納·川普時期，卡爾擔任史丹佛大學高級研究員；拜登出任美國總統後，科林·卡爾在喬·拜登政府中擔任負責制定國防政策的國防部次長。[2][3][1][4]

卡爾出生在密西根州，後來搬到列治文居住。 [5] 1989年，卡爾從約翰肯尼迪高中（英語：John F. Kennedy High School (Richmond, California)）畢業。 [6] 1993年，卡爾獲得密西根大學政治學學士學位， 2000年獲得哥倫比亞大學政治學博士學位。 [7][8]

1997年至1998年，卡爾擔任哈佛大學國家安全研究員。2005年至2006年，卡爾擔任美國外交關係協會國際事務研究員。 [9] 此外他還是明尼蘇達大學的一位教授。 [10][11][12]

2021年3月4日，美國參議院軍事委員會就卡爾的提名舉行聽證會。2021年3月24日，由於一大批共和黨人反對卡爾出任國防部副部長，提名過程陷入僵局，因此委員會一度推遲提名投票。之後參議院舉行的提名投票中，51人支持卡爾，50人反對卡爾，卡爾提名暫時未獲得通過。 [21] 2021年4月27日，參議院再次舉行卡爾提名投票，由於共和黨籍的參議員缺席，最終卡爾以49票支持、45票反對的結果得以出任國防部副部長。沒有一位共和黨人投支持票。 [22][1]次日，卡爾正式出任國防部副部長。卡爾上任後表示中國是唯一能在經濟、技術、政治和軍事上對美國形成系統性挑戰的國家，因此應對中國挑戰是國防部的首要任務。[23][24]
