斯特凡·哈珀（英语：Stefan A. Halper，1944年6月4日—），是美国外交政策学者，同时也是剑桥大学退休的高级研究员，同时拥有抹大拉学院的终身研究员身份。他在尼克松、福特和里根政府中曾担任白宫官员的职务，据报导他在1980年罗纳德·里根总统的竞选期间负责间谍活动，这个活动后来被称为“辩论门”。由于在中央情报局工作了数十年，他与布什家族建立了广泛的联系[2]。此外，他还与理查德·迪尔洛夫爵士合作，建立了与英国秘密情报局军情六处的联系。
在2016年美国大选期间，哈珀曾作为FBI的线人，协助调查俄罗斯干预的情况。根据后来的监察长报告，哈珀被称为"机密消息来源"，该报告揭示了唐纳德·特朗普竞选团队内官员的对话内容[3][4]。
