兒童商業性剝削

兒童商業性剝削（英語：Commercial Sexual Exploitation of Children / 縮寫：CSEC）是指對兒童或未達同意年齡人士進行性剝削的商業交易行為。這些行為涉及一系列虐待，包括但不限於兒童賣淫（包含求生性行為、站街賣淫、兒童性旅遊、幫派賣淫及家庭內淫媒等）、兒童色情（包括網絡直播性虐待（英語：Cybersex trafficking）等）、脫衣舞、色情按摩、電話性愛熱線、基於網絡的剝削及強迫童婚等。^[1]^[2]^[3]^[4]^[5] 根據全國失蹤及被剝削兒童中心（英語：National Center for Missing & Exploited Children）的數據顯示，大約有五分之一女童及十分之一的男童在他們成年前都會受到性剝削或性虐待。^[6]

名詞定義[編輯]

於1996年在瑞典斯德哥爾摩召開的第一屆世界反對兒童商業性剝削大會（First World Congress against Commercial Sexual Exploitation of Children）期間所通過的行動宣言和議程將兒童商業性剝削正式定義為：

對兒童權利的根本侵犯。這包括成人的性虐待並向兒童或第三方支付現金或實物報酬。兒童在這裡被視為性對象或交易對象。對兒童進行商業性剝削構成對兒童的脅迫和暴力（英語：Epidemiology of domestic violence），相當於強迫勞動並屬於現代奴隸制度（英語：Slavery in the 21st century）的一種形式。^[7]

兒童商業性剝削通常與兒童販賣有關；兒童販賣的定義為「以剝削為目的的招募、運輸、轉移、窩藏和接納兒童」，而兒童則指任何未滿18周歲的人。^[8] 不過，並非所有兒童販賣中的兒童都是基於兒童商業性剝削這個目的；同時在兒童販賣過程中對兒童的性暴力在實際工作中也不一定構成兒童商業性剝削。同樣，兒童商業性剝削也是其他形式兒童虐待和兒童性虐待的一部分，但又不完全與它們一樣，這包括強姦兒童和家庭暴力。
