2023年1月19日，美國觸及債務上限，導致債務上限危機，國會內部就聯邦政府支出和美國政府累積的國債持續進行政治討論。 [1] [2]美國財政部長珍妮特·葉倫開始制定臨時「非常措施」。

自2013年政治僵局以來，債務上限已多次提高，均未附加預算先決條件；最近一次增加是在2021年12月。[3] [4]2023年一僵局中，共和黨提議將支出削減至2022年的水平作為提高債務上限的前提條件，而民主黨則堅持不帶前提條件，如川普執政期間三次提高上限一樣。
