美国众议院规则委员会（英语：United States House Committee on Rules）或众议院规则委员会（House Committee on Rules）简称规则委员会（Committee on Rules、Rules Committee，是美国众议院常设委员会，负责制定向众议院提交法案的规则，这与其他通常处理特定政策领域的委员会不同。该委员会通常被认为是最强大的委员会之一，因为影响众议院立法的提出和进程。因此获得“国会交通警察”（traffic cop of Congress）的绰号。 “特别规则”决议（也简称为“规则”）是众议院的一项简单决议，通常由规则委员会报告，允许立即考虑立法措施，尽管通常的顺序务，并规定其辩论和修改的条件。[1]
管辖权[编辑]
当其他委员会之一报告一项法案时，规则委员会不会直接进入众议院，因为众议院与美国参议院不同，不会对一项法案进行无限制的辩论和讨论。相反，对法案的言论和行为受到严格限制。该限制由规则委员会执行。
历史[编辑]
规则委员会于1789年4月2日第一届代表大会期间成立。然而，委员会远没有今天所发挥的强大作用。相反只是提出了众议院辩论法案时应遵循的一般规则（而不是为每项法案通过特殊规则），并在提出这些一般规则后解散。这些一般规则至今仍对众议院的基调产生很大影响。
