美國眾議院規則委員會（英語：United States House Committee on Rules）或眾議院規則委員會（House Committee on Rules）簡稱規則委員會（Committee on Rules、Rules Committee，是美國眾議院常設委員會，負責制定向眾議院提交法案的規則，這與其他通常處理特定政策領域的委員會不同。該委員會通常被認為是最強大的委員會之一，因為影響眾議院立法的提出和進程。因此獲得「國會交通警察」（traffic cop of Congress）的綽號。 「特別規則」決議（也簡稱為「規則」）是眾議院的一項簡單決議，通常由規則委員會報告，允許立即考慮立法措施，儘管通常的順序務，並規定其辯論和修改的條件。[1]
管轄權[編輯]
當其他委員會之一報告一項法案時，規則委員會不會直接進入眾議院，因為眾議院與美國參議院不同，不會對一項法案進行無限制的辯論和討論。相反，對法案的言論和行為受到嚴格限制。該限制由規則委員會執行。
歷史[編輯]
規則委員會於1789年4月2日第一屆代表大會期間成立。然而，委員會遠沒有今天所發揮的強大作用。相反只是提出了眾議院辯論法案時應遵循的一般規則（而不是為每項法案通過特殊規則），並在提出這些一般規則後解散。這些一般規則至今仍對眾議院的基調產生很大影響。
